In 2025, increasing international support is emerging for stronger maritime security partnerships with the Philippines, driven by ongoing tensions over China’s aggressive actions in the West Philippine Sea. Ambassadors from key nations, including France, Japan, Vietnam, Indonesia, the European Union, and Australia, convened at a maritime security forum organized by the Stratbase Institute and the French Embassy in Manila.
At the event, diplomats emphasized the critical importance of safeguarding regional stability and maritime sovereignty, noting that such partnerships are essential for both economic prosperity and national security in the region. French Ambassador Marie Fontanel highlighted France’s significant role in strengthening maritime cooperation with the Philippines, citing recent milestones such as joint defense exercises, enhanced air and space force deployments, and the establishment of a full defense mission in Manila.
Stratbase Institute president Dindo Manhit underscored that international cooperation goes beyond military concerns to include vital trade route security, port modernization, and sustainable management of maritime industries. He noted that 2024 had been a milestone year for maritime strategic cooperation between France and the Philippines, setting the stage for further advancements in 2025.
Ambassadors from Japan and the EU, including Japan’s Endo Kazuya and EU Delegation Ambassador Massimo Santoro, stressed the importance of a rules-based maritime order, affirming their commitment to supporting the Philippines in maintaining a Free and Open Indo-Pacific. Indonesian and Vietnamese diplomats echoed these sentiments, emphasizing that maritime security is a shared regional responsibility.
Australia’s Acting Ambassador Dr. Moya Collett also announced that the Philippines would participate for the first time in the Talisman Sabre exercise, highlighting Australia’s ongoing commitment to maritime security in the region. Australia’s participation in the Balikatan Exercises and the launch of Exercise ALON further solidify the deepening strategic partnerships.
With maritime security increasingly seen as a cornerstone of regional stability, these strengthened international ties offer significant economic implications, ensuring the protection of vital sea lanes, promoting trade, and supporting the sustainable development of maritime industries in the Philippines and across the Indo-Pacific.
