Top Line Business Development Corp. is taking its Light Fuels retail network beyond Cebu, opening five renovated and rebranded fuel stations in Negros Oriental as it seeks to build a wider presence across the Visayas.
Through its retail fuel subsidiary Light Fuels Corp., Top Line has completed the renovation of Cluster 2 of its acquired fuel retail network, marking the first Light Fuels-branded stations outside the company’s Cebu home base.
The five stations, located in Dumaguete City, Sibulan, Dauin, Valencia, and San Jose, are expected to generate a combined 600,000 liters of fuel sales per month, creating a new stream of recurring retail revenue in subsequent quarters.
Some locations will also feature commercial spaces for lease, giving the company an additional source of income beyond fuel sales.
“Bringing our first Light Fuels cluster outside Cebu to Negros Oriental is an important step in our expansion strategy,” said Brigitte Carmel Lapasaran Lim, senior vice president and chief operating officer of Top Line.
The expansion comes as Negros Island Region posted 5.7 percent economic growth in 2025, the third-fastest among Philippine regions, strengthening the company’s case for expanding into an economy with growing mobility and transport demand.
The stations are also being positioned as convenience hubs, with fully automated motor wash systems to be installed across the network. The systems can clean motorcycles in about three minutes.
“This expansion is another step toward building a more accessible and customer-focused Light Fuels network across the Visayas,” Lim said.
Top Line plans to continue expanding the network, with renovations for Clusters 3 and 4 in Cebu, Leyte, and Siquijor targeted for completion by the end of 2026.
The rollout gives the company a broader geographic footprint while gradually transforming its acquired stations into a more standardized retail network capable of generating fuel and non-fuel revenues.
