Globe renews push for anti-piracy site-blocking law

Telecom giant Globe is urging lawmakers to pass a site-blocking law to combat online piracy, following the recent Intellectual Property Office of the Philippines’ (IPOPHL) request for internet providers to block illegal streaming websites.

Globe said that while it supports IPOPHL’s voluntary site-blocking efforts—already taking action against 24 piracy sites—the current framework lacks legal force and sustainability. The company is calling on the 20th Congress to pass a law that would grant IPOPHL formal authority to require internet service providers to block infringing sites.

“Every time someone streams or downloads illegally, we steal opportunity from our future,” said Globe president and CEO Carl Cruz. “If we want Filipino talent to shine globally, we must protect their work at home.”

The push comes as the creative economy gains prominence. The Department of Trade and Industry (DTI) estimates the sector—including film, music, gaming, animation, and digital content—could contribute up to ₱2 trillion to the economy this year.

Globe emphasized that piracy not only harms creators and businesses, but also puts consumers at risk of scams, malware, and identity theft. The company has long backed anti-piracy efforts through awareness campaigns and partnerships with content providers and government agencies.

“A clear legal mandate will protect Filipino creators, strengthen investor confidence, and ensure consumers are safe online,” Cruz said.
