DMCI Power plans to double coal plant capacity in Palawan

DMCI Power Corp. is planning to expand its coal-biomass power plant in Narra, Palawan, doubling its current 15-megawatt (MW) capacity by adding 15 MW. The Department of Environment and Natural Resources (DENR) has scheduled a public scoping on November 17, 2025, where the company will present the project and gather feedback from the community.

The P3-billion expansion is part of DMCI Power’s commitment to supply electricity to the Palawan Electric Cooperative (Paleco), which says demand from its members has outstripped the island’s existing power supply. The shortage could worsen during maintenance shutdowns of independent power producers, potentially causing rotational brownouts.

Construction will create at least 500 jobs, mainly for unskilled labor during site preparation and civil works, while the existing plant employs 60 workers. DMCI Power also confirmed it will implement pollution control measures, including ash collection, wastewater treatment, air and noise control, and coal dust suppression.
