    DICT taps UP to help craft ICT policies

    The Department of Information and Communications Technology (DICT) has partnered with the University of the Philippines (UP) to tap academic expertise in crafting policies on the use and governance of information and communications technology (ICT).

    Under a new memorandum of understanding, the UP Law Center will assist DICT by providing legislative analysis, policy research, and expert advice for government initiatives. These include policies on e-governance and digital government services, cybersecurity and cybercrime, regulation of digital infrastructure, and expanding public access to the internet and digital services.

    DICT Secretary Henry R. Aguda said the partnership will help ensure that digital policies are inclusive and secure, protecting Filipinos online while opening more opportunities in the digital economy.

    UP Diliman Chancellor Edgardo Carlo Vistan II said the national university has a role beyond teaching, including supporting evidence-based policymaking as the country adapts to rapid digital change.

    The agreement sets guidelines for cooperation, including data privacy, confidentiality, and coordination on public initiatives. The two institutions plan to pursue specific projects with measurable results over the next three years.

    The collaboration highlights the government’s move to work closely with academic institutions in shaping policies for a safe, accessible, and well-regulated digital environment.
