The Department of Public Works and Highways (DPWH) is fast-tracking major road projects in conflict-affected areas of Mindanao to strengthen connectivity and help sustain peace in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The initiative, called the Road Network Development Project in Conflict-Affected Areas in Mindanao (RNDP-CAAM), covers nearly 81 kilometers of strategic roads. According to DPWH Senior Undersecretary Emil K. Sadain, the projects aim to improve mobility, support inclusive growth, and create more economic opportunities in communities long affected by conflict.
A major component of the program is Sub-Project 2, a 36.73-kilometer alternative route to Asian Highway 26. The road will pass through the towns of Parang, Matanog, Kapatagan, and Balabagan. It includes 16 bridges and an underpass, with several construction packages now underway.
Another component, the 7.07-kilometer Sub-Project 8 or Parang East Diversion Road, has reached more than 15 percent completion since construction began in June 2025. Meanwhile, Sub-Project 9, spanning 17.42 kilometers, is progressing through joint efforts of DPWH, local governments, and security forces. This section will connect Asian Highway 26 to the Davao–Cotabato Road.
The project is funded through a loan from the Japan International Cooperation Agency (JICA). It aims to address low road density in BARMM and improve access to markets, basic services, and jobs.
Officials say the road network project supports the government’s wider peace and development strategy, highlighting infrastructure as a key factor in promoting long-term stability and economic growth in the region.
