    APECO rolls out ready-for-fit-out bid

    The Aurora Pacific Economic Zone and Freeport Authority (APECO) has opened competitive bidding for a ready-for-fit-out (RFFO) commercial building, signaling a push to tighten its investor-readiness playbook and accelerate enterprise entry into the ecozone.

    With an approved budget for the contract of P38.62 million, Phase 1 of the RFFO Building will rise within the APECO Corporate Campus in Sitio Motyong, Barangay Esteves, Casiguran, Aurora. The project covers the construction of a structurally completed facility designed for immediate interior customization, allowing future locators to move in, fit out, and commence operations with minimal lead time.

    Completion is targeted within 300 calendar days from issuance of the notice to proceed.

    Gene Angel P. Ferrer, APECO Business Development and Marketing manager and member of the Bids and Awards Committee, said the project is a strategic step toward building a more investment-ready environment in the ecozone.

    By offering modern, accessible office spaces that are essentially “business-ready shells,” APECO aims to remove one of the common friction points for investors: long construction and setup timelines. The agency expects the facility to attract new enterprises, generate employment, and stimulate broader economic activity in Aurora and nearby provinces.

    The RFFO model reflects a growing trend among economic zones to provide plug-and-play infrastructure, particularly for small and medium enterprises and service-oriented firms that prioritize speed to market.

    Interested bidders may purchase bidding documents from Feb. 13 to March 10, 2026, upon payment of a non-refundable P25,000 fee. Documents are also available through the Philippine Government Electronic Procurement System and the APECO website, subject to payment prior to bid submission.

    A pre-bid conference will be held on Feb. 26 in hybrid format, while submission and opening of bids are scheduled for March 10. The RFFO building is among several projects lined up for bidding, including a sewage treatment plant and generator sets, underscoring APECO’s parallel investments in core utilities.

    For the Casiguran-based ecozone, infrastructure is built first before investors are invited.
