DTI unveils P4B MSME fund, zero-collateral loans

The Department of Trade and Industry on Monday launched a P4-billion MSME Business Fund to help small enterprises weather global uncertainties, including the ongoing Middle East crisis.

In her speech at the fund’s unveiling, Trade Secretary Cristina A. Roque emphasized the critical role of accessible financing for MSMEs. “Napaka-importante po ang capital sa isang negosyo especially during times such as this,” she said, urging micro, small, and medium enterprises to take full advantage of the program.

Administered through the Small Business Corporation, the fund offers loans of up to P5 million with zero collateral and a one-year grace period on both principal and interest. Roque said this window provides businesses time to stabilize and plan for growth. “This one year is enough time for businesses to actually move forward,” she noted.

The initiative is part of a broader government push to ensure business continuity, enabling MSMEs to purchase raw materials, invest in equipment, and prepare for expansion. “The government is here to support you… we are taking a whole-of-government approach to make sure that we get things done,” Roque added.

Applications can be submitted online or through DTI’s nationwide network of regional offices and over 1,300 Negosyo Centers.

Roque also highlighted complementary financing programs, including P2 billion each earmarked for overseas Filipino workers and women entrepreneurs, reinforcing the administration’s drive to make funding more inclusive. “Lahat ng negosyo—maliit man o malaki—may pagkakataon magtagumpay,” she said, encouraging entrepreneurs to seize the opportunity.
