Philippines eyes bigger role in global trade after WTO meeting

The Philippines is strengthening its trade strategy following gains at the 14th ministerial meeting of the World Trade Organization (WTO), according to Agriculture Secretary Francisco P. Tiu Laurel Jr..

Speaking at a workshop in Pasay City on April 24, Tiu Laurel said the meeting showed the WTO remains relevant despite global tensions and economic uncertainty.

One key outcome was progress on fisheries subsidies. Tiu Laurel said an agreement was reached that supports sustainable fishing and shows global negotiations can still produce results when countries cooperate.

The meeting also pushed forward rules on fisheries, rolled out benefits for smaller economies, and gave developing countries more flexibility in trade regulations related to health and technical standards.

However, disagreements remain, especially on agriculture and development issues. Tiu Laurel noted that while there was some progress—such as near agreement on extending the e-commerce tariff moratorium—talks continue to move slowly.

He credited Philippine officials for helping move negotiations forward, including Trade Undersecretary Allan B. Gepty, who led the country’s delegation, and Agriculture Undersecretary Asis G. Perez, who helped guide fisheries discussions toward compromise.

Tiu Laurel said the next step is turning global agreements into concrete actions at home. He emphasized the need for stronger coordination among government agencies, especially as talks continue on WTO reforms and agriculture.

He also acknowledged challenges, including resistance to policy changes within the country.

The Philippines sees the WTO as key to boosting trade and economic growth, but Tiu Laurel said improving competitiveness will require lowering production costs, better marketing, and higher product quality.

As the WTO evolves, the country aims to take a more active role, with the main challenge being how to turn international commitments into real local benefits.
