The Department of Agriculture (DA) has filed formal complaints with the Ombudsman against Department of Public Works and Highways (DPWH) officials and private contractors over eight alleged “ghost” Farm-to-Market Road (FMR) projects in Davao Occidental worth around P94 million. These projects, meant to help farmers, were reportedly paid in full but never built.
Led by DA Secretary Francisco P. Tiu Laurel Jr., the complaints accuse respondents of corruption, misuse of funds, falsifying documents, and grave misconduct. Investigations showed officials and contractors allegedly faked accomplishment reports, payment certificates, and disbursement papers to make unfinished projects appear complete, securing public money illegally.
The cases involve multiple projects across several barangays, with values ranging from P10 million to nearly P15 million each. Those named include district engineers, finance and quality assurance officers, and heads of various construction firms. Violations cited include laws against graft and corruption, and penalties could reach up to 40 years in prison, fines, and permanent ban from public office.
The DA emphasized this action underscores its commitment to transparency and accountability in public funds intended for rural development. The agency added that probes will continue to uncover any other involved parties, stressing that no one involved will escape liability.
