Japan talks unlock Philippine farm export gains

Philippines is moving to expand agricultural exports to Japan while simultaneously importing advanced logistics and post-harvest technologies that officials say could reshape domestic supply chains, Agriculture Secretary Francisco Tiu Laurel Jr. said following meetings in Tokyo.

He said President Ferdinand Marcos Jr. is pursuing deeper cooperation with Japan’s agriculture ministry, focusing on technology exchange, logistics modernization, and broader market access for Philippine products as part of a long-term trade diversification strategy.

Among the immediate priorities is securing export clearance for Philippine pomelo before year-end, while also negotiating improved tariff arrangements for bananas, which remain the country’s top agricultural export to Japan.

Tiu Laurel said the Philippines is preparing to join Japan’s Green Expo next year to showcase horticulture products such as flowers and ornamental plants, which he described as an underdeveloped but high-potential export segment.

He also highlighted lessons from Japan’s advanced agricultural systems, including automated silos, drying facilities, and cold storage networks capable of preserving rice stocks for years with minimal manpower.

The Department of Agriculture is evaluating Japanese technologies already being piloted in Davao, with plans to scale successful systems nationwide across key commodity crops.

He added that Japanese firms have expressed interest in investing in Philippine agro-industrial zones, particularly in cold chain infrastructure and farm-to-market logistics improvements.

The discussions reflect a broader shift in Philippine agricultural policy toward value-added exports and reduced post-harvest losses, while Japan’s aging farming population and demand for reliable import partners create strategic alignment in food security and supply chain resilience.

Further technical working groups are expected to refine phytosanitary rules and investment frameworks in the coming months, with the aim of accelerating pilot shipments and expanding cold chain linked exports by 2027.
