DICT rolls out digital IDs for delivery riders under new licensing system

The Department of Information and Communications Technology (DICT) has launched digital identification for delivery personnel to boost consumer protection, curb fraud, and formally recognize legitimate workers.

Marking Phase 2 of the Private Express and Messengerial Delivery Service (PEMEDES) Licensing Portal, the Messenger Work License (MWL) virtual ID was introduced today at the DICT Central Office in Quezon City. The move aims to professionalize the sector and raise standards for accountability and reliability.

“Every delivery matters. Every rider deserves recognition. Through the PEMEDES Licensing portal, we are making delivery services more professional, more accountable, and more secure for everyone,” said DICT Secretary Henry R. Aguda.

Developed by the DICT Management Information Systems Service, the official platform allows riders and operators to register online, submit documents, and complete identity verification. It integrates the Philippine Statistics Authority’s e-Verify system and National ID, plus facial recognition, AI-assisted processing, and QR-enabled IDs for faster, real-time approvals.

The launch drew representatives from major industry players including PEMAP, Go21, Foodpanda, LBC Express, Angkas Padala, Flash Express, JoyRide, and others.

The system gives riders verified credentials and simplifies compliance, while helping operators confirm staff legitimacy. For consumers, it ensures deliveries are handled by properly identified personnel, building greater trust. The initiative is part of DICT’s wider goal to build a secure digital ecosystem that supports workers and strengthens the economy.
