BOC-led raid nets ap1.7-B illicit cigarette haul

A major multi-agency crackdown has led to one of the Philippines’ largest recent seizures of illicit tobacco, with authorities intercepting 23 containers of smuggled cigarettes valued at around P1.7 billion in a coordinated operation on June 22.

The enforcement action was led by the Bureau of Customs (BOC), in coordination with the National Bureau of Investigation (NBI), Bureau of Internal Revenue (BIR), and Philippine Coast Guard (PCG), following intelligence provided by the NBI. BOC Commissioner Ariel F. Nepomuceno ordered an immediate full-scale interdiction, activating port, intelligence, and maritime units to track and secure the shipments.

Authorities accounted for 24 containers in total. Sixteen were discovered at a private shipping facility in Tondo, Manila, while four were found onboard the vessel ASC BIG BOY, now under PCG custody. Another four had been moved to various warehouses, with three already recovered and one still being traced.

Initial inspections confirmed that 23 containers held cigarettes without the required tax stamps, as validated by the BIR. The shipments—containing roughly 29,900 master cases of cigarettes—were misdeclared as consumer goods and allegedly moved through a private wharf operation spanning Cebu and Manila.

Officials said the scheme may constitute violations of the Customs Modernization and Tariff Act, as well as the National Internal Revenue Code due to suspected excise tax evasion.

Senior officials from the BOC, NBI, Department of Finance, PCG, and National Tobacco Administration personally witnessed the inspection, underscoring the scale of the operation and the government’s intensified stance against illicit trade.

Commissioner Nepomuceno credited inter-agency intelligence-sharing for the success of the operation, saying authorities will further strengthen enforcement to dismantle smuggling networks and protect state revenues. Investigations and case build-up remain ongoing as officials work to identify all responsible parties.
