Clark Water expands capacity as investment demand grows

Clark Water Corp. (CWC) is expanding its wastewater treatment capacity to support the next wave of investments in the Clark Freeport, underscoring the growing importance of modern utility infrastructure as the economic zone positions itself as a key gateway under the Luzon Economic Corridor.

The company, in partnership with Clark Development Corp. (CDC), broke ground on July 1 for a new 10-million-liter-per-day (10 MLD) wastewater treatment facility that will boost sewerage capacity for both existing locators and future investors.

The expansion comes as Clark continues to attract industrial, commercial and logistics investments, with reliable water and sanitation services increasingly viewed as critical infrastructure that supports long-term business growth and environmental sustainability.

Clark Water, the exclusive water and wastewater service provider in the Clark Freeport and Clark Special Economic Zone, is a joint venture between CDC and Manila Water Philippine Ventures.

CDC President and Chief Executive Officer Agnes VST Devanadera said the project reinforces Clark’s role as a strategic investment hub.

“Now we’re talking of sustainability, we’re talking of growth, we’re talking of Clark as the gateway to the Luzon Economic Corridor,” she said, adding that effective wastewater management is essential to protecting public health and preserving natural resources.

Melvin Tan, Manila Water chief operating officer for the Non-East Zone, said the additional treatment capacity is designed to accommodate both current demand and future developments, ensuring that incoming businesses have access to reliable sanitation infrastructure from the outset.

The facility will employ advanced Sequencing Batch Reactor (SBR) technology with Biological Nutrient Removal (BNR), improving wastewater treatment efficiency while meeting stringent environmental standards.

The investment reflects a broader push to ensure Clark’s infrastructure keeps pace with rising investor interest, strengthening the Freeport’s competitiveness as one of the country’s premier economic and manufacturing hubs.
