Subic flour miller bares P2.4 billion expansion plan

Mabuhay Interflour Mill Inc. (MIMI) is planning a P2.4 billion upgrade of its flour milling facility at the Subic Bay Freeport Zone with a public consultation scheduled to be held on July 15, 2026.

The event, organized by the Department of Environment and Natural Resources – Environmental Management Bureau, will present full details of the proposed project to stakeholders and the public.

While the facility will keep its existing 58,252-square-meter site, its annual production capacity will jump to 400,000 metric tons from the current 117,000 MT – a 242 percent increase.

Company documents state the expansion responds to rising demand for flour and flour-based products from both local and regional markets. The project also aims to boost operational efficiency, secure steady supply for food industry clients, and maintain consistent product quality through upgraded equipment and optimized processes.

New pollution control systems and resource-saving technologies will be installed to keep environmental impact in check. The existing mill will stay operational during construction, which is targeted for completion by 2029. Testing and commissioning will follow before full commercial operations begin.

MIMI started operations in the Philippines in 2017. It is part of the Singapore-based Interflour Group, one of Southeast Asia’s largest flour millers, which runs nine facilities across Indonesia, Malaysia, Vietnam and the Philippines with a combined capacity of 1.8 million MT of flour per year.
