The Asian Development Bank will support the Local Water Utilities Administration in carrying out a P1.99 billion development project covering 11 water districts across the country. Announced Thursday, the LWUA will act as the lead agency in charge of execution, supervision and compliance to turn the funding into better facilities, stronger systems and improved water services for the public. The project marks growing confidence from ADB in LWUA’s ability to manage large investments and advance the country’s water security goals, though the specific districts included have not yet been named. LWUA administrator Jose Moises Salonga said the partnership focuses not only on infrastructure but also on building capable, sustainable institutions that can meet rising demand and deliver reliable service to more Filipinos. The initiative forms part of LWUA’s core work to support districts through funding, technical guidance and better management. At present, districts assisted by the agency serve around 24.8 million people through over 6 million connections. Alongside new projects, ongoing reforms include faster tariff reviews, higher governance standards and wider training to boost financial stability. These efforts have already helped many districts cut water losses from unaccounted supply and achieve better operational ratings. LWUA was set up under Presidential Decree 198 to develop and regulate water utilities in cities and towns outside Metro Manila, with authority to set standards for quality, construction and maintenance.
