The Energy Regulatory Commission (ERC) will file a motion for reconsideration via the Office of the Solicitor General to reverse a Court of Appeals (CA) decision reinstating S.I. Power Corp. (Sipcor)’s authority to operate in Siquijor. ERC Chair Francis Saturnino Juan confirmed Wednesday that Sipcor’s provisional operating authority has expired, and it cannot resume services without renewal. Its supply deal with Prosielco has also ended; the cooperative has since completed a competitive selection process and signed a 15-year agreement with Vivant Corp. subsidiary Isla Dilaab Energy Corp., which now runs an 11 MW plant serving all six Siquijor municipalities. The CA overturned ERC’s earlier license revocation citing procedural due process concerns. Past records show Sipcor supplied only 5–6 MW against 9 MW demand, with expired certificates and frequent breakdowns observed during President Marcos Jr.’s June 2025 visit.
