The Manila Electric Company (Meralco) has officially kicked off its competitive bidding process to secure 900 megawatts of baseload power, the consistent, round-the-clock supply that forms the backbone of the electricity system.
This follows the Department of Energy’s approval of the rules and terms for the power supply agreements needed to meet the utility’s baseload requirement by 2031.
Baseload power is essential because it provides the steady, reliable electricity needed to keep homes, businesses, and industries running day and night—forming the solid foundation of the energy supply network.
Meralco’s Bids and Awards Committee is inviting power generation firms to submit Expressions of Interest by October 15, 2026. A pre-bid conference will be held on November 6, with final bids due December 9.
The winning bidder will enter a 15-year supply agreement, delivering 600 megawatts by February 26, 2031, and an additional 300 megawatts by February 26, 2032. The agreement still needs approval from the Energy Regulatory Commission.
Meralco said the process is part of its ongoing work to ensure enough dependable power is available as more customers across its service area require electricity.
