The Department of Energy (DOE) announced plans on Thursday to launch the 5th round of the Green Energy Auction (GEA5) by 3Q 2025, focusing exclusively on offshore wind (OSW) projects. The new auction aims to accelerate the development of OSW, positioning the Philippines as a renewable energy leader in the region.
Under GEA5, renewable energy producers compete to offer fixed power rates that meet or fall below reserve prices set by the Energy Regulatory Commission. The auction will also help secure long-term market access for OSW developers, while providing a clear roadmap for stakeholders, including government agencies and local authorities, involved in the offshore wind sector.
The DOE emphasized that GEA5 aligns with the country’s broader energy transition goals to diversify its energy mix and reduce reliance on fossil fuels. It will also offer a clear framework for project stakeholders, as the DOE works with industry experts to ensure a transparent auction process.
The announcement follows positive feedback from the Global Wind Energy Council (GWEC), which commended the Philippine government’s commitment to develop the OSW sector. However, the GWEC also noted that policy refinements and an enhanced local supply chain are essential to optimize offshore wind opportunities.
The Philippines has awarded 92 OSW contracts thus far with potential capacity of 68 gigawatts although the projects are still in the early stages of development. Four of the contracts have been granted to 100 percent foreign-owned companies.
The DOE is now evaluating position papers from stakeholders and will soon release auction details, including the timeline and guidelines for participation.
