DOTr reaffirms commitment to public transport modernization program

The Department of Transportation (DOTr) on Monday reaffirmed its commitment to the Public Transport Modernization Program (PTMP), emphasizing continuity while remaining open to necessary adjustments for its successful implementation. Transport Secretary Vince Dizon explained that the program would proceed as planned, with efforts to validate existing concerns and refine policies as needed.

“We are not saying stop it. What I am saying is, we need to validate the numbers and support those who have already consolidated,” Dizon said, noting that adjustments might be made to ensure successful implementation. The agency aims to continue collaborating with transport groups, with solutions expected in the next two weeks.

Currently, around 86% percent of public utility vehicles (PUVs) have applied for consolidation under the PTMP, but only 40 percent have received approval. The program’s goal is to replace jeepneys older than 15 years with more environmentally friendly Euro 4 or electric engines, improving safety, efficiency, and accessibility for commuters.

While the government is focused on modernization, Dizon acknowledged that challenges remain and stressed the importance of being sensitive to the concerns of drivers and operators. “We need to understand the problem and find a solution,” he said, signaling a willingness to adapt the program in response to feedback.
