The Philippines’ Climate Change Expenditure Tagging (CCET) system is emerging as a regional benchmark as Southeast Asian governments move to treat climate risks as fiscal shocks and hardwire resilience into national budgets.
At a policy panel convened by the United Nations Development Program with the Department of Environment and Natural Resources and the Department of Finance, officials pointed to the country’s approach to tracking climate-related spending as a practical template for improving transparency and accountability.
Robert E.A. Borje, vice chairperson of the Climate Change Commission, described CCET as a “bright spot” in public financial management. The system allows government to identify, monitor and report climate expenditures across agencies. He said the next phase will focus on deeper data analytics to better inform policy decisions and help unlock investment.
The discussion comes as ASEAN policymakers push to shift from fragmented, grant-based funding toward long-term, investment-led climate finance. Officials warned that intensifying climate impacts—from extreme weather to rising costs—are placing growing strain on public finances and demand whole-of-economy responses.
Philippine officials said tools such as CCET could help reframe Nationally Determined Contributions as investment portfolios, sending clearer signals to private investors and boosting confidence in public spending.
Regional efforts are reinforcing that shift. Indonesia’s automated climate finance dashboard, for example, has strengthened data transparency and inter-agency coordination.
The Asian Development Bank also highlighted the need for tighter regional collaboration through its proposed ASEAN Climate Finance Policy Platform.
Officials said scaling tools like CCET—alongside digital tracking systems and stronger project preparation—will be critical to closing the adaptation finance gap, ensuring funds reach vulnerable communities, and safeguarding fiscal stability.
