The Manila Electric Company (Meralco) has kicked off the Competitive Selection Process (CSP) to secure 600 megawatts (MW) of baseload capacity, aiming to guarantee sufficient and reliable power supply for its customers. The move follows the Department of Energy’s (DOE) issuance of a Certificate of Conformity after more than a year of review, and forms part of Meralco’s latest DOE-approved Power Supply Procurement Plan.
Under the process, the winning bidder will enter into a 15-year Power Supply Agreement (PSA). The contract will initially deliver 300 MW starting February 26, 2028, with an additional 300 MW to come online by February 26, 2029 — both subject to final approval from the Energy Regulatory Commission.
Meralco’s Bids and Awards Committee for Power Supply Agreements is inviting power generation firms to submit Expressions of Interest by July 14. A pre-bid conference is set for July 28, while bids must be filed no later than September 1. The procurement is technology-neutral, allowing all generation types that meet technical and commercial standards, in compliance with DOE Circular No. DC2026-02-0005 on the country’s energy mix policy.
For the company, this process carries clear corporate and operational significance: it ensures supply is obtained through open competition and least-cost principles, supporting stable operations while helping keep electricity rates reasonable and service reliable.
