The Local Water Utilities Administration (LWUA) has released a cumulative total of ₱31.741 billion in loans as of April 2026, marking a significant push to expand and improve clean water access across the Philippines. This reflects an increase of over ₱2.6 billion since 2024 alone, highlighting an accelerated effort to help local water districts modernize aging infrastructure, develop new water sources, and expand distribution networks. To date, 114 LWUA-financed projects have been completed nationwide, directly supporting the administration of President Ferdinand R. Marcos, Jr. in its goal to strengthen national water security.
These investments are yielding tangible improvements for communities, particularly in reducing water waste. Nationally, 149 water districts have successfully brought non-revenue water (NRW) losses down to the acceptable benchmark of 20 percent or lower, ensuring more treated water reaches households instead of leaking away. LWUA’s combined efforts now support approximately 6.06 million service connections, delivering reliable water access to an estimated 24.8 million Filipinos.
Alongside direct funding, LWUA has implemented critical administrative reforms to help local water districts achieve financial sustainability. The agency has streamlined its tariff approval process, slashing the average processing time to just 32 working days—well within its 45-day target. This policy shift allows local water districts to secure necessary adjustments faster, enabling them to quickly reinvest in local systems. Water district associations, such as the Southern Tagalog Association of Water Districts (STAWD) and the Baliwag Water District, have formally recognized LWUA’s faster loan processing and administrative responsiveness, which continue to help municipal utilities thrive and expand their services.
