    DOTr exercises regulatory forbearance and extends consolidation deadline another three months

    For the nth time, the Department of Transportation (DOTr) announced on Thursday a final three-month extension for jeepney operators to consolidate under the public utility vehicle (PUV) modernization program. The extension is meant to boost the consolidation rate still higher to 85 percent in Metro Manila by the end of April. 

    “The extension will allow them to meet the consolidation requirements and fast track the implementation of the PUV modernization program,” Transportation Secretary Jaime J. Bautista said in a briefing. 

    “We hope the Land Transportation Franchise and Regulatory Board (LTFRB) and concerned agencies will use this period to improve the guidelines in line with the raised concerns, particularly in Metro Manila,” he added.

    Bautista said there will be no more extension of the consolidation program as this had already been extended eight times since the program began. 

    ”I think three months is enough time for them to consolidate. We will allow them to join the existing cooperatives and corporations or form a new cooperative or corporation,” Bautista said.

    President Ferdinand Marcos Jr. extended the deadline for jeepneys to consolidate by another three months or until the end of April based on the recommendation of the DOTr. 

    “Our recommendation for extension was based on the number of unconsolidated drivers and operators, especially here in the National Capital Region,” Bautista said. 

    Data from the LTFRB show that of the more than 40,000 units with a franchise to operate in Metro Manila, only 21,655 took the trouble to consolidate as of 31 December 2023. The number of consolidated UV express units reached 3,886 as of the same period. 

    Bautista said the extension is for all players, including those in the provinces. 

    “Hopefully with this extension we can increase it to 85 percent. With 85 percent, I’m sure this will be a very successful program,” he added. 

    Under the PUVMP,  transport cooperatives and corporations can avail of financial assistance, on top of a government subsidy, to upgrade their fleet with low-carbon emission, safe and efficient transport units.

    The program aims to fundamentally transform the public transport system in the country making both commuting and public transportation operations more dignified, humane, and at par with global standards.
