Leonardo confirms ‘Drug War Cash Rewards’

Former Col. Edilberto Leonardo, who allegedly ‘nationalized’ the so-called Davao Death Squad model, supported ex-PCSO General Manager Royina Garma’s affidavits during a House Quad Comm hearing. Garma earlier exposed the existence of a controversial cash reward system linked to extrajudicial killings in former President Rodrigo Duterte’s war on drugs. When questioned by Manila Rep. Bienvenido Abante, Leonardo said he believes in the reward system’s existence.
