Japan funds open RAN system at UP

The country’s information and communications technology (ICT) sector received a boost on Wednesday with the signing and exchange of notes for an Open Radio Access Network (Open RAN) System at the University of the Philippines (UP). The agreement, formalized by Japanese Ambassador Endo Kazuya and Department of Foreign Affairs (DFA) Secretary Enrique A. Manalo, is part of the Government of Japan’s Economic and Social Development Program.

The grant, valued at up to JPY 444 million, around P 166 million, aims to improve the country’s telecommunications capabilities by providing advanced Open RAN equipment to UP. This initiative seeks to foster a more open, interoperable, and secure ICT ecosystem, ensuring a reliable and trusted environment for technological development across the Philippines. The project is expected to lower costs associated with deploying and operating 5G networks, drive competition in the base station market, and stimulate innovation in the local ICT sector.

The collaboration underscores the shared priorities between the Philippines and Japan and aligns with the outcomes of the Japan-U.S.-Philippines Leaders’ Meeting held in April 2024, where the three countries reaffirmed their commitment to advancing ICT cooperation, particularly through the promotion of Open RAN systems. Ambassador Endo highlighted the significance of this initiative as a manifestation of Japan’s dedication to supporting ICT progress in the region, emphasizing the broader goal of a Free and Open Indo-Pacific.

This partnership is poised to be a crucial element in the Philippines’ digital transformation, contributing to its economic growth and enhancing its strategic positioning in the regional tech landscape.
