PetroEnergy Resources Corp. (PERC), through its affiliate EcoSolar Energy Corp. (ESEC), has secured a certificate of authority (COA) from the Department of Energy (DOE) to develop a large-scale solar power project in Panit-an, Capiz, marking a key milestone in the company’s renewable energy expansion.
The project, to be implemented by ESEC—a special purpose vehicle created by PetroGreen Energy Corp. (PGEC), a PERC subsidiary—will feature a capacity of 90 to 100 megawatts (MW) across 88 hectares of land. According to PGEC project manager Hiroki Hiwatashi, the DOE’s approval grants ESEC exclusive rights to initiate critical pre-construction activities including permitting, feasibility studies, and preparations for a final investment decision.
“When completed, it will yet be PGEC’s single biggest contiguous solar power facility,” Hiwatashi said in a company statement.
The Panitan local government has formally endorsed the initiative, passing a municipal resolution of support earlier this month.
The Panitan solar project forms part of PERC’s aggressive renewable energy portfolio, which already includes the 32 MW Maibarara geothermal plant in Batangas, a 70 MW solar facility in Tarlac, and a 36 MW wind project in Aklan, currently being expanded by 13.2 MW.
PERC is also developing large-scale offshore wind projects through another affiliate, Buhawind Energy Northern Luzon Corp. (BENLC), in partnership with Denmark-based Copenhagen Energy Group. These projects could deliver up to 2,000 MW in Ilocos Norte and 1,000 MW each in Northern Mindoro and East Panay.
