Stronger alliances, inclusive governance crucial to Indo-Pacific stability — experts

Stronger regional alliances and inclusive maritime governance are vital to ensuring peace, security, and sustainability in the Indo-Pacific, experts said during a recent high-level forum hosted by the Stratbase Institute and the French Embassy in Manila.

Amid heightened tensions in the West Philippine Sea due to continued Chinese aggression, French Ambassador Marie Fontanel emphasized the deepening defense cooperation between France and the Philippines, marked by a Letter of Intent signed in December 2024. “Our engagement has moved beyond declarations to tangible initiatives and trust-building,” Fontanel said.

Stratbase Institute President Prof. Victor Andres “Dindo” Manhit stressed that China’s ongoing provocations threaten regional stability and the integrity of maritime commons. “The Philippines cannot — and should not — stand alone. Effective maritime governance ensures shared seas remain peaceful and prosperous,” he said.

Vice Admiral Alexander Lopez (Ret.), National Maritime Council spokesperson, called for joint surveillance and research efforts to build an integrated governance framework. “The Indo-Pacific’s future will be shaped not by the strongest navy, but by those who govern wisely and inclusively,” he said.

Philippine Coast Guard spokesperson Commodore Jay Tarriela added that maritime governance is central to sovereignty and security, urging continued collaboration with France and highlighting the West Philippine Sea as a key national issue.

The forum concluded with a shared commitment to upholding international law and promoting a free, open, and rules-based Indo-Pacific.
