Public Works Secretary Vince Dizon has lodged two additional complaints before the Philippine Competition Commission (PCC) for a preliminary inquiry into alleged bid rigging and project manipulation involving two contractors and three project contracts in Davao Occidental and La Union.
The move follows President Ferdinand Marcos Jr.’s directive to hold accountable former Department of Public Works and Highways (DPWH) officials and contractors implicated in the misuse of public funds.
Dizon identified the firms as St. Timothy Construction Corp. and Silverwolves Construction Corp., along with several DPWH officials and employees from the Davao Occidental and La Union 2nd District Engineering Offices. The cases involve alleged ghost and substandard flood control projects in Culaman, Jose Abad Santos, Davao Occidental, and Bauang, La Union.
With these new cases, the total number of contracts referred to the PCC has risen to 15, with a potential fine of ₱3.13 billion if the parties are found guilty under Section 14, Chapter III of the Philippine Competition Act.
“The President said, whoever is responsible should be held accountable and these people should be imprisoned and the money stolen from the people should be returned,” Dizon stressed, vowing to continue filing complaints as long as evidence is available.
Earlier, Dizon also filed complaints with the Ombudsman on October 23, 2025, against about 20 accredited DPWH officials. These cases have been endorsed to the Professional Regulation Commission (PRC) for investigation and potential administrative and criminal charges.
