Human Settlements agency unveils high-density housing plan

The Department of Human Settlements and Urban Development (DHSUD) is stepping up to address urban housing challenges by integrating high-density housing (HDH) into President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

Under Department Order 2025-021, issued on December 9, the Expanded 4PH now includes HDH initiatives designed to make the most of limited urban land while providing safe, sustainable homes for informal settler families (ISFs).

DHSUD Secretary Jose Ramon Aliling called the move a “significant boost” to the administration’s flagship housing program. “High-density housing allows us to accommodate more families efficiently, without compromising quality of life,” he said.

The HDH strategy centers on multi-storey residential developments implemented through in-city relocation, near-site relocation, or land-sharing schemes. Priority will be given to densely populated communities, particularly families living along waterways in the National Capital Region.

Implementation will be led by the Social Housing Finance Corporation (SHFC), DHSUD’s attached agency, with community associations helping identify eligible ISF beneficiaries to ensure the program reaches those who need it most.

The integration of HDH into the Expanded 4PH Program reflects a strategic shift toward high-capacity, sustainable housing solutions in cities where land scarcity and population density have long constrained urban development. It signals a renewed commitment by the administration to deliver affordable, inclusive housing to the country’s most vulnerable urban communities.
