Finance Secretary and Social Security Commission Chairman Frederick D. Go praised the Social Security System (SSS) for launching its Emergency Loan Program (ELP), saying it will help members get faster and easier access to financial support during disasters.
Go said the program provides timely assistance to Filipinos coping with daily expenses and recovery needs in difficult times. Under the ELP, qualified SSS members can borrow between P1,000 and P20,000 once the President declares a State of National Calamity.
The loan has a 7 percent annual interest rate and includes a six-month grace period before repayment begins. Go said the program gives members a safer option than informal lenders that charge very high interest.
President Ferdinand R. Marcos Jr. recently announced that the ELP will be rolled out in December for eligible members. This follows Proclamation No. 1077 issued on November 6, 2025, which declared a one-year State of National Calamity due to widespread damage from natural disasters.SSS members may apply for the emergency loan within one year from the program’s official announcement, or until the State of National Calamity is lifted, whichever comes first.
