Carabao and goat milk drive 27% growth in PH dairy value

The National Dairy Authority (NDA) reported a significant increase in the value and output of the country’s dairy sector in 2025. The total value of dairy production rose 27.7 percent to P1.667 billion, up from P1.305 billion in 2024, while milk production grew 12 percent, reaching 43.3 million liters.

NDA Administrator Marcus Antonius Andaya credited the growth to improved animal nutrition, herd expansion, and farm management under the agency’s programs, achieved even without importing dairy animals. Carabao milk output increased 24 percent while cattle and goat production grew 4 percent and 27 percent, respectively. Overall dairy animal numbers also rose 5 percent to 161,868 heads.

The growth translated to a 2.22 percent increase in milk sufficiency, bringing the country closer to the government’s 5 percent target by 2028. The sector has also benefited from the new Animal Industry Development and Competitiveness Act, which strengthens livestock development and streamlines animal health and breeding programs.

Looking ahead, the NDA expects further gains in 2026 with four new stock farms opening and the planned importation of 870 dairy cattle. The agency also gained additional regulatory powers over local dairy products, previously managed by the FDA, to improve oversight from farm to consumer.
