The Philippine Coast Guard is planting a strategic training hub in New Clark City, establishing its Command and Admiral Staff College inside the city’s expanding government district.
The move formalizes the Coast Guard’s plan to strengthen leadership training and institutional capacity while positioning its future officers inside one of the country’s newest administrative centers.
The agreement was sealed on Feb. 26 between the PCG and New Clark Government Center Corporation during a contract signing at the Government Building in the National Government Administrative Center.
Under the lease deal, the Coast Guard will occupy the entire fourth floor of both the North and South Towers of the Government Building. The sixth floor of the nearby Acacia Building will serve as dormitory facilities for trainees and personnel undergoing advanced leadership programs.
Officials say the relocation reflects growing confidence in New Clark City as a long-term home for critical national institutions.
Joshua Bingcang, head of the Bases Conversion and Development Authority, said the development strengthens the city’s role as a secure and resilient government hub.
“The establishment of the PCG’s Command and Admiral Staff College in New Clark City reflects growing confidence in the city as a secure and resilient location for critical institutions,” Bingcang said.
For planners behind the project, the location offers a strategic advantage: modern infrastructure, disaster-resilient facilities, and distance from Metro Manila’s congestion.
Isaac David said the project aligns leadership training with broader nation-building goals.
“New Clark City is a city built with foresight—outside congestion, above flood risk, and structured to support national institutions that must endure and perform under any circumstance,” David said.
Spanning 200 hectares within the larger 9,450-hectare New Clark City estate, the National Government Administrative Center was designed to host national agencies while helping ease pressure on the capital—turning Clark into a fast-rising seat of government, training, and resilience.
