Meralco says up to P9 billion more in refunds possible, pending ERC decision

The Manila Electric Co. (Meralco) said it may refund up to P9 billion more to customers, depending on the final decision of the Energy Regulatory Commission (ERC).

Meralco official Jose Ronald Valles said the company is waiting for the ERC’s initial action on its application. The potential refund is part of adjustments under the Actual Weighted Average Tariff (AWAT), a system that checks whether customers were charged the correct rates based on actual power sales and revenues.

The ERC uses AWAT reviews to ensure consumers are not overcharged or undercharged, especially for past periods when rate resets were delayed.

Earlier, the ERC ordered Meralco to speed up the refund of P14.17 billion still owed to customers from previous adjustments covering July 2022 to December 2024. Although nearly P20 billion in refunds began in April 2025, a large balance remained as of February 2026.

The regulator shortened the refund period from 36 months to 12 months, increasing the refund rate to about P0.2511 per kilowatt-hour. This higher refund is now reflected in electricity bills.

Meralco serves areas including Metro Manila, Bulacan, Rizal, Cavite, and parts of nearby provinces.
