The Department of Information and Communications Technology (DICT) has opened nominations for sectoral representatives to the Commission on Elections Advisory Council (CAC) ahead of the 2028 National and Local Elections.
The CAC will reconvene before the 2026 Bangsamoro parliamentary elections and the 2028 national polls to help the Commission on Elections (COMELEC) choose reliable and cost-effective election technologies.
DICT Secretary Henry Aguda, who also chairs the CAC, said the council’s role is to help ensure free, honest, peaceful, and credible elections through sound technology recommendations.
Under the law, the council includes representatives from the DICT, Department of Science and Technology, and Department of Education, along with members from the academe, election reform groups, and ICT professional organizations.
The DICT is inviting academic institutions, ICT groups, and electoral reform organizations in the Philippines to submit nominations for council membership.
The CAC also serves as a non-voting adviser in the procurement, testing, and evaluation of automated election systems. By law, the council is automatically deactivated six months after election canvassing is completed.
