Airfares are set to decrease next month after the Civil Aeronautics Board (CAB) announced a reduction in fuel surcharges, following a drop in global jet fuel prices.
In an advisory, the CAB said surcharges for both passengers and cargo on domestic and international flights will drop to Level 13 from June 1 to 15, down from Level 15 applied from May 16 to 31.
Under the new rate, passenger surcharges for domestic flights range from ₱423 to ₱1,237 based on distance, while international rates are between ₱3,396.74 and ₱10,385.42. For cargo, domestic surcharges are ₱2.17 to ₱6.36 per kilogram, and international rates are ₱7.18 to ₱53.39 per kg.
The agency has shifted to a 15-day monitoring cycle—replacing the usual monthly adjustment—to better respond to price changes. This interim measure suspends parts of a 2022 resolution and will remain in place until market conditions stabilize.
The adjustment aims to ease costs for travelers and support airline operations. Airlines must file an application with the CAB before imposing these fees, and rates cannot exceed the set limits.
A fuel surcharge is an optional fee airlines use to offset rising fuel expenses. According to IATA data, global jet fuel prices fell 15.1 percent month-on-month to average $159.85 per barrel as of May 22, 2026.
