The Department of Energy (DOE) and the BARMM’s Ministry of Environment, Natural Resources and Energy (MENRE) have signed two key agreements: a Transition Agreement (TA) on power and electrification, and a Memorandum of Cooperation (MOC) on energy efficiency.
Under the TA, core functions for regulating and developing the power sector in the region will be gradually turned over to MENRE in phases, with DOE providing technical support, training, and capacity building to ensure smooth operations.
This move lets the regional government lead its own power development planning, rural electrification, and transmission projects, while keeping alignment with national policies.
As of end-2025, BARMM’s electrification rate stood at 67.52%, covering about 1.1 million households; officials expect localized governance to speed up access, especially in remote areas, and boost economic activity, education, and healthcare.
The deal follows a 2024 accord on renewable energy devolution. Separately, the MOC strengthens joint implementation of energy efficiency laws, with MENRE taking on more programs over time while DOE continues to offer guidance.
Energy Secretary Sharon Garin emphasized that the national government remains a committed partner, working alongside the region toward universal, reliable, and sustainable energy access.
The devolution brings energy decision-making closer to communities, aims to close long-standing access gaps, and supports inclusive growth across BARMM, while building local capacity to manage both conventional and sustainable energy programs.
