NPC expands AI oversight as privacy risks grow

The National Privacy Commission (NPC) is ramping up efforts to strengthen data protection and govern emerging technologies, unveiling plans to expand its regional presence and deepen oversight of artificial intelligence as it marked its 10th anniversary during National Data Privacy Awareness Week 2026.

Held at Okada Manila with support from the Department of Information and Communications Technology, the two-day conference and awards program highlighted the country’s evolving privacy landscape amid accelerating digitalization and AI adoption.

DICT Secretary Henry R. Aguda said privacy and cybersecurity have become shared national responsibilities, stressing the need for regulations that protect personal data without stifling innovation in AI and digital services.

Privacy Commissioner Johann Carlos S. Barcena outlined the commission’s next phase of growth, including the establishment of regional privacy desks in Northern Luzon, Visayas, and Mindanao to bring regulatory services closer to organizations and individuals outside Metro Manila.

The NPC also plans to revive its Data Privacy Competency Program, which will provide standardized training for data protection officers, government agencies, and private-sector organizations as compliance requirements become more complex.

A key priority is strengthening AI governance. Barcena said the commission is building internal expertise to address risks associated with algorithmic systems, automated decision-making, and data-intensive technologies. 

The agency is also seeking to improve the speed and consistency of its regulatory guidance as businesses increasingly navigate privacy concerns linked to AI deployment.

The initiatives come as regulators worldwide grapple with balancing innovation and accountability in the digital economy. Industry leaders and international experts attending the conference underscored the growing importance of privacy safeguards as AI applications spread across finance, healthcare, government, and consumer services.

As it enters its second decade, the NPC is positioning itself to play a larger role in shaping the country’s digital future, with privacy, cybersecurity, and responsible AI emerging as central pillars of trust in an increasingly data-driven economy. (284 words)
