PAGCOR replaces gaming ads with Helpline push 

The Philippine Amusement and Gaming Corp. (PAGCOR) has ordered gaming operators nationwide to replace responsible gaming advertisements with promotions for the newly launched 24/7 National Problem Gambling Helpline, signaling a stronger regulatory focus on intervention and player welfare.

Under a memorandum issued on June 9 by the Gaming Licensing and Development Department, all licensed gaming operators, venue operators, suppliers and gaming system administrators must swap existing responsible gaming materials on billboards, wallscapes, digital displays and other outdoor advertising platforms with official helpline campaign materials.

The directive marks a notable shift in PAGCOR’s responsible gaming strategy, moving beyond awareness campaigns toward connecting at-risk gamblers and their families with immediate professional support.

“Responsible gaming goes beyond awareness. It also means ensuring that help is readily available to those who need it most,” PAGCOR Chairman and CEO Alejandro Tengco said.

“By promoting the NPGH that we launched recently, we can offer professional support for individuals and families affected by gambling-related harm.”

Operators have until July 15 to complete the advertising replacement and must keep the materials displayed until September 15. Compliance reports are due by July 16, with violators facing possible sanctions and penalties.

The National Problem Gambling Helpline, launched on May 26 through a partnership with Seagulls Flock Organization Inc., provides round-the-clock confidential counseling services through trained para-counselors and mental health professionals.

The move comes as regulators worldwide place greater emphasis on mitigating the social costs of gambling amid the rapid growth of digital gaming and online betting platforms. By directing advertising space toward treatment and support services, PAGCOR is effectively turning the industry’s own marketing channels into a public assistance network.

The campaign underscores a broader message from regulators: responsible gaming is no longer just about encouraging moderation. It is increasingly about ensuring that help is visible, accessible and available before gambling problems spiral into financial or emotional crises.
