The government is stepping up efforts to police the booming online beauty market, with the Department of Trade and Industry (DTI) forging a new partnership with the cosmetics industry to crack down on non-compliant sellers and strengthen consumer protection in e-commerce.
Through its E-Commerce Bureau (ECB), the DTI signed a memorandum of understanding with the Chamber of Cosmetics Industry of the Philippines (CCIP) on June 18, creating a formal framework for closer coordination between regulators and industry players as online sales of beauty and personal care products continue to surge.
The agreement aims to address the proliferation of online sellers offering products that fail to meet Philippine laws and regulatory requirements, a growing concern as cosmetics and personal care items remain among the country’s most-purchased consumer goods on digital platforms.
Beyond enforcement, the partnership will focus on educating businesses and merchants on their responsibilities under Republic Act No. 11967, or the Internet Transactions Act of 2023. Joint capacity-building programs are expected to help cosmetic companies, online retailers, and other stakeholders navigate evolving e-commerce rules while promoting responsible online selling practices.
The DTI said the collaboration reflects its broader push to build a safer, more transparent digital marketplace where consumers are protected and legitimate businesses can compete on a level playing field.
As part of the initiative, the ECB also engaged industry participants during the Connect Business Lounge at the 2nd Cosmobeauté Philippines held at the World Trade Center in Pasay City. Officials promoted e-commerce awareness, digital business best practices, and government services designed to help enterprises comply with online trade regulations.
With the beauty and personal care segment remaining one of the country’s fastest-growing e-commerce categories, regulators and industry leaders see stronger cooperation as critical to preserving consumer trust and sustaining the sector’s growth.
Officials said the partnership underscores a shared commitment to fostering a fair, competitive, and trusted online marketplace that supports both consumers and businesses in the expanding digital economy.
