BSP eyes digital currency to speed up bank transactions and lower costs

The Bangko Sentral ng Pilipinas (BSP) has completed a major assessment of its digital currency pilot, identifying large-value cross-border payments and financial securities settlements as the most promising uses for a wholesale central bank digital currency (wCBDC).

Released under the “Project Agila” report, the findings will directly shape the central bank’s upcoming CBDC Roadmap, laying out a strategic plan to modernize the nation’s financial systems.

Unlike consumer cryptocurrencies or retail digital cash meant for daily shopping, a wholesale CBDC is a digital version of central bank money issued exclusively to commercial banks and financial institutions.

While it operates similarly to the BSP’s current electronic clearing network—where banks maintain accounts directly with the central bank—a wCBDC relies on distributed ledger technology. This tech upgrade allows the banking system to automate processes, settle transactions faster, and significantly reduce operational fees.

The shift toward a wholesale digital currency marks a critical policy evolution for the Philippine financial sector.

The technology heavily reduces market risk. By shifting to blockchain-based automation, the time gap between executing a financial trade and its final settlement is narrowed. Closing this gap protects banks from market swings and potential defaults during the waiting period.

Second, this initiative drives infrastructure modernization. BSP Governor Eli M. Remolona, Jr. noted that wCBDCs will allow the central bank to construct a more efficient payments infrastructure, creating room for new financial services that adapt to the economy’s changing digital demands.

The initiative also serves as a blueprint for a nationwide digital transition. The insights from Project Agila act as the cornerstone for the BSP’s official CBDC Roadmap, signaling a regulated, phased approach to integrating digital assets into the mainstream economy.
