The Philippine National Oil Co. (PNOC) is moving to unlock the commercial potential of its industrial estate in Bataan by tapping the Philippine Economic Zone Authority (PEZA), a partnership that could transform the property into an investment-ready energy hub while advancing the government’s fuel security agenda.
PNOC President and CEO Franz Josef George Alvarez and PEZA Director General Tereso O. Panga discussed during a recent meeting the possible collaboration on the government’s Strategic Fuel Reserve Program, alongside plans to register activities within PNOC’s ecozone in Bataan under the PEZA framework.
The proposed registration would allow prospective locators to access fiscal incentives, streamlined business processes, and other investment facilitation measures, enhancing the site’s appeal to both domestic and foreign investors.
Beyond its traditional role as an investment promotion agency, PEZA could help administer the ecozone, attract companies engaged in fuel storage, energy logistics, and related industries, and ensure locators benefit from regulatory efficiencies designed to accelerate project implementation.
The initiative reflects a broader government strategy of linking infrastructure development with investment promotion, recognizing that energy security increasingly depends not only on public investment but also on mobilizing private capital for critical facilities.
A partnership with PEZA could breathe new life into PNOC’s underutilized asset by positioning the Bataan property as a strategic energy and industrial complex capable of supporting the country’s long-term fuel reserve requirements. It also complements the government’s efforts to strengthen supply chain resilience amid global energy market volatility while expanding industrial investment outside Metro Manila.
If the collaboration moves forward, the Bataan ecozone could emerge as a key platform for energy-related investments, demonstrating how government agencies are increasingly coordinating their mandates to support both economic growth and national energy security.
