UPS opening caps Clark’s first logistics investment wave

Clark’s transformation into a regional logistics powerhouse hits another milestone in September as UPS opens its expanded hub, completing the first wave of global logistics and aviation investments lined up by the Bases Conversion and Development Authority (BCDA).

The facility strengthens Clark’s position as the country’s premier logistics gateway and a key pillar of the Luzon Economic Corridor and the planned Pax Silica technology and industrial hub.

BCDA President and Chief Executive Officer Joshua Bingcang said President Ferdinand R. Marcos Jr. is expected to lead the inauguration of the UPS facility, whose September opening has now been finalized.

“We have three big MRO facilities or logistics companies that we just signed last year and this year. UPS is going to open their facility this September. That’s definite already. We’re going to invite the President to inaugurate that,” Bingcang said.

The Clark expansion forms part of UPS’ more than USD250 million investment program across Asia-Pacific since 2023. The upgraded hub will boost the company’s express, supply chain, and healthcare logistics services while cutting transit times and strengthening regional delivery networks.

UPS is only the first domino.

FedEx has already broken ground on its expanded Clark gateway, which is scheduled to begin operations next year. Lufthansa Technik, meanwhile, will break ground in August for its P8-billion second aircraft maintenance, repair, and overhaul hangar, expanding Clark’s growing aviation cluster.

Bingcang said another major project is also gaining traction. An unsolicited proposal to build a dedicated fuel pipeline linking Subic and Clark would secure jet fuel supplies for Clark International Airport while supporting future cargo traffic generated by the proposed Pax Silica technology hub.

Taken together, the projects mark the completion of BCDA’s first logistics investment pipeline unveiled in 2024. More significantly, they are reshaping Clark into a one-stop hub where air cargo, aircraft maintenance, e-commerce, healthcare logistics, and advanced manufacturing converge, positioning the former air base as one of the country’s fastest-growing logistics and aviation centers.
