Top Line, Angkas partner to fuel Cebu growth

Listed fuel distributor Top Line Business Development Corp. is turning motorcycle taxis into a new growth lane after sealing a partnership with ride-hailing platform Angkas to bring thousands of Cebu riders into its retail fuel network.

Through its retail subsidiary, Light Fuels Corp., Top Line will offer fuel discounts and other perks to Angkas partner-riders, giving the company direct access to roughly one-third of Cebu’s regulated motorcycle taxi market. The Motorcycle Taxi Technical Working Group has capped Cebu’s motorcycle taxi fleet at 9,000 riders across three accredited operators.

The partnership underscores how fuel retailers are increasingly looking beyond traditional motorists and targeting high-frequency commercial users whose daily refueling habits can generate steady sales.

Top Line estimates the tie-up could unlock as much as 42,000 liters of fuel sales a day while boosting customer traffic across its service stations.

“Motorcycle taxi riders are essential to Cebu’s mobility ecosystem. By giving them fuel savings and value-added services, we are strengthening Light Fuels’ position as their preferred fuel partner,” said Top Line Chairman, President and CEO Eugene Erik Lim.

Under the agreement, Angkas riders who enroll in the Light Rewards Suki Program will receive a P2-per-liter discount on gasoline and P1 per liter on diesel, plus a free Light Automatic Motorwash every quarter and access to the company’s raffle promotions.

For Angkas, the arrangement helps lower one of its riders’ biggest operating costs. “Fuel is one of the biggest recurring expenses for motorcycle taxi riders, and this partnership gives our Cebu partner-riders practical savings that directly support their work on the road,” said Angkas Head of Operations David Brian Medrana.

Beyond discounts, the alliance reflects a broader shift in the retail fuel business, where loyalty programs and strategic partnerships are becoming as important as pump prices. By embedding itself into the daily routines of riders who spend hours on the road, Top Line is betting that recurring customers—not one-time fill-ups—will drive the next phase of its retail growth.
