The Department of Environment and Natural Resources-Environmental Management Bureau (EMB) has scheduled a public scoping hearing on November 9, 2026, for DMCI Power Corporation’s proposed 15-megawatt coal-biomass power plant in Narra, Palawan, valued at P3 billion.
The project will use circulating fluidized bed (CFB) technology, matching the specifications of DMCI Power’s existing facility in the area. The developer estimates pre-construction and construction will take roughly 18 months, though no full project timeline has been confirmed.
DMCI Power says the CFB design can process high-sulfur coal while keeping emissions within regulatory limits, without requiring flue gas scrubbers. The technology also reportedly produces less nitrogen oxides, operates more efficiently, and lowers overall operational costs compared to conventional systems. The company has committed to a full set of environmental safeguards including ash management, wastewater treatment, dust suppression, and noise control measures.
DMCI Power has served off-grid and missionary areas since 2006, with operations across Palawan, Masbate, Oriental Mindoro, and Antique. This review forms a key step in the environmental permitting process, allowing communities and stakeholders to raise concerns that will shape the project’s approval — and ultimately influence power supply reliability and rates for consumers in Palawan.
