DOE declassifies petroleum data


The Department of Energy (DOE) has declassified petroleum data stored at the Energy Data Center of the Philippines (EDCP) to attract more oil and gas exploration and production activities in the country.

Under Department Circular No. 2023-10-0028 signed by Energy Secretary Raphael Lotilla, petroleum data and reports at the EDCP submitted pursuant to expired, relinquished or terminated petroleum service contracts (PSCs) have been declassified and may now be accessed for free.

The data may also be borrowed subject to condition although the DOE mayexclude any data, report or information affecting national security and other analogous instances.

The free data access extends over government agencies and instrumentalities, service contractors or their authorized representatives, potential investors or their authorized representatives, researchers, students, and others that may be allowed by the DOE upon written request.

The declassified petroleum data and reports may be given to any eligible person or entity free of charge but subject to a processing fee waived only for students.

According to the DOE, the country has 19 active petroleum service contracts, 21 coal operating contracts in the development and production phase, six coal operating contracts in the exploration phase and 47 small-scale coal mining operators.
