Manila Water subsidiaries pioneer power aggregation in Laguna, eyes sustainability gains

Manila Water Co. Inc. on Thursday said that its subsidiaries, Laguna Water and Laguna Aquatech, have successfully transitioned to the electricity Retail Aggregation Program (RAP), marking the program’s first implementation outside Metro Manila.

In a corporate disclosure, the company highlighted the commercial significance of the move, which allows both subsidiaries to pool the electricity demand of their facilities—totaling 5.2 megawatts—under a single contract with energy supplier PrimeRES Energy, with distribution by Manila Electric Co. (Meralco).

RAP enables smaller energy consumers within the same franchise area to collectively access the competitive electricity market, unlocking cost efficiencies typically reserved for larger industrial users. The transition includes 67 facilities operated by Laguna Water and 25 by Laguna Aquatech.

Laguna Water and Laguna Aquatech said the shift to RAP is expected to deliver significant electricity cost savings, enabling the companies to maintain affordable water rates while reinvesting in infrastructure, service upgrades, and sustainability programs.

“This is the spirit of really proclaiming, not just in our country but to an international audience, how we can collaborate with partners, utilities, and suppliers to put sustainability at the heart of our operations,” said Jocot de Dios, president and CEO of Manila Water.

Laguna Water is a joint venture between Manila Water Philippine Ventures (MWPV) and the provincial government of Laguna, serving several key urban centers and real estate developments in the province. Laguna Aquatech is a partnership between MWPV and the Laguna Water District, focused on upgrading and managing the water supply systems in five municipalities.

The RAP milestone underscores Manila Water’s growing role in driving energy efficiency and sustainable water service delivery in expanding provincial markets.
