    USTDA funds technical assistance for SCMB railway

    The United States Trade and Development Agency (USTDA) has committed to underwrite the technical assistance for the Subic-Clark-Manila-Batangas (SCMB) Railway, the Department of Transportation (DOTr) said Friday. The freight cargo rail project is designed to link the three major Luzon ports of Subic Bay, Manila, and Batangas to ease congestion and improve logistics flow.

    Transportation Secretary Vince Dizon emphasized the SCMB Railway’s strategic role in decentralizing the Manila Port and enhancing capacity at Batangas and Subic Bay, aligning with President Ferdinand Marcos Jr.’s directive to ensure uninterrupted movement of goods. “We thank the USTDA for its support. The SCMB Railway will decongest the Manila Port and strengthen port connectivity, improving freight efficiency,” Dizon said.

    Special assistant to the President for investment and economic affairs Frederick D. Go highlighted the project’s commercial significance, calling it a cornerstone of the Luzon Economic Corridor. “This vital infrastructure will spur economic growth, attract investment, and generate quality jobs,” Go said.

    USTDA’s technical assistance includes transport modeling, port-rail integration studies, and legal framework assessment. Acting director Thomas R. Hardy said the initiative is a symbol of U.S.-Philippine partnership in promoting economic development and regional connectivity.
