    Samal-Davao bridge construction uninterrupted despite legal writ

    The Department of Public Works and Highways (DPWH) on Friday affirmed that construction of the Samal Island–Davao City Connector (SIDC) Bridge will proceed as scheduled, despite the recent issuance of a Writ of Kalikasan by the Supreme Court.

    In a statement, the agency clarified that it is complying with the Court’s directive, with its legal service reviewing the matter. A verified return will be submitted within 10 calendar days of receiving the writ.

    “Construction will continue in accordance with existing laws and regulations, unless enjoined by a temporary restraining order (TRO), temporary environmental protection order (TEPO), or any similar directive from a court of competent jurisdiction,” the DPWH said.

    As of June 2025, the P23.52-billion project has attained 38 percent completion. Foundation works on Samal Island and the marine section have been completed while Davao-side works are near completion.

    DPWH emphasized that the project secured all the required government approvals, including an environmental compliance certificate (ECC) based on a 16-month feasibility study conducted by international consultants and complemented by extensive stakeholder consultations.

    The agency reiterated its commitment to legal and environmental standards, saying it will continue to pursue inclusive, sustainable infrastructure development in line with its mandate.

    Funded by a China official development assistance (ODA) loan, the bridge is designed to enhance connectivity and economic growth in the region. Completion is targeted for 2028.
