The Department of Environment and Natural Resources (DENR), through its Environmental Management Bureau (EMB), has set a public scope for the proposed 140-megawatt (MW) floating solar power project in Paniqui, Tarlac.
The P8.8-billion project, led by Liberty Solar Energy Corp., a unit of Alternergy Holdings Corp., will be discussed in a public consultation on November 12, 2025. The meeting aims to present project details and gather public feedback.
According to the EMB, the solar facility will cover 144 hectares of existing fishpond and use concrete stilts for installation. Around 1,000 workers will be needed during construction and some 50 employees will be retained for operations.
Construction is scheduled to begin in mid-2026 and finish by mid-2027, with operations targeted to start by the third quarter of 2027.
The project is part of Alternergy’s broader renewable energy expansion, which includes the 128 MW Tanay Rizal Wind Power Project, 64 MW Alabat Wind Power Project in Quezon, and other solar and hydro developments in Bataan, Nueva Ecija, and Ifugao.
Alternergy aims to achieve 500 MW of renewable capacity by 2026 and expects to end this year with 311 MW of total generating capacity from its growing clean energy portfolio.
